Mutamenti e continuità nel sistema partitico europeo: un’analisi comparata delle elezioni del Parlamento Europeo dal 2004 al 2024

Abstract

This thesis conducts a comparative analysis of the electoral results of the five European Parliament (EP) elections held between 2004 and 2024, with the aim of identifying the main changes and lines of continuity in the European party system over a twenty-year period marked by profound political, economic and geopolitical transformations.

The analysis opens with a description of the institutional framework and the functioning mechanisms of the EP and its political groups, highlighting the distinction between the latter and European political parties. Subsequently, the individual electoral rounds are examined: the 2004 elections, characterised by the eastward enlargement of the EU; those of 2009 and 2014, both shaped by the Great Recession and the rise of Euroscepticism; and finally, those of 2019 and 2024, marked by Brexit, the Covid-19 pandemic and the Russia-Ukraine war.

The analysis reveals a progressive loss of hegemony by the two traditionally dominant groups, the EPP and the S&D, against a backdrop of growing fragmentation of the EP and the normalisation of Euroscepticism as a structural component of the European party system. At the same time, a gradual erosion of Reif and Schmitt's second-order elections model is observed, with European elections acquiring an increasingly autonomous political dimension. The study draws on institutional, academic and primary sources, including post-electoral Eurobarometer surveys and the contributions of Taggart and Szczerbiak, Brack, Hobolt et al. and Crum.

La presente tesi conduce un’analisi comparata dei risultati elettorali delle cinque elezioni del Parlamento Europeo (PE) tenutesi tra il 2004 e il 2024, con l’obiettivo di individuare i principali mutamenti e le linee di continuità nel sistema partitico europeo nel corso di un ventennio segnato da profonde trasformazioni politiche, economiche e geopolitiche. L’analisi si apre con una descrizione del quadro istituzionale e dei meccanismi di funzionamento del PE e dei suoi gruppi politici, sottolineando la differenza tra questi ultimi e i partiti politici europei. Successivamente, vengono esaminate le singole tornate elettorali: le elezioni del 2004, caratterizzate dall’allargamento a Est dell’UE, quelle del 2009 e del 2014, entrambe attraversate dalla Grande Recessione e dall’ascesa dell’euroscetticismo, infine, quelle del 2019 e del 2024, segnate dalla Brexit, dalla pandemia di Covid-19 e dalla guerra russo-ucraina. Dall’analisi emerge una progressiva perdita di egemonia dei due gruppi tradizionalmente dominati, l’EPP e il S&D, a fronte di una crescente frammentazione del PE e della normalizzazione dell’euroscetticismo come componente strutturale del sistema partitico europeo. Parallelamente, si osserva un graduale superamento del modello delle second-order elections di Reif e Schmitt, con le elezioni europee che acquisiscono una dimensione politica sempre più autonoma. Lo studio si avvale di fonti istituzionali, accademiche primarie, tra cui i sondaggi post-elettorali dell’Eurobarometro e i contributi di Taggart e Szczerbiak, Brack, Hobolt et al. e Crum.
