Guerre civili e disordine globale: il caso del Sudan

Abstract

La presente tesi analizza il fenomeno delle guerre civili attraverso il caso del Sudan, uno degli esempi più significativi di conflitto interno nell’Africa contemporanea. L’obiettivo è esaminare le cause, le dinamiche e le conseguenze delle tre guerre civili che hanno interessato il Paese dal 1955 al conflitto iniziato nel 2023, evidenziando le continuità storiche e strutturali che ne hanno favorito la ricorrenza. Il primo capitolo presenta il quadro teorico di riferimento, approfondendo i principali approcci della letteratura sulle guerre civili. In particolare, vengono analizzati il dibattito tra greed e grievance, il ruolo della debolezza statale, le logiche della violenza, la durata dei conflitti, il concetto di conflict trap e la crescente complessità delle guerre civili contemporanee. Il secondo capitolo ricostruisce le origini e lo sviluppo della prima e della seconda guerra civile sudanese, soffermandosi sull’eredità del periodo coloniale, sulle divisioni tra Nord e Sud, sulle politiche di marginalizzazione e sulla competizione per il controllo delle risorse. L’analisi si conclude con il Comprehensive Peace Agreement del 2005. Il terzo capitolo esamina gli sviluppi successivi al CPA, l’indipendenza del Sud Sudan, la guerra civile sudsudanese del 2013, la crisi politica del 2019 e il conflitto scoppiato nel 2023 tra Sudan Armed Forces e Rapid Support Forces. Particolare attenzione è dedicata alle conseguenze umanitarie e all’impatto del conflitto sulla popolazione civile. L’elaborato sostiene che le guerre civili sudanesi siano il risultato dell’interazione tra fattori politici, economici, sociali e identitari accumulatisi nel tempo. Il caso del Sudan dimostra come l’assenza di istituzioni inclusive e la mancata risoluzione delle cause profonde del conflitto abbiano contribuito alla riproduzione ciclica della violenza e dell’instabilità.

This thesis examines the phenomenon of civil wars through the case of Sudan, one of the most significant examples of internal conflict in contemporary Africa. The aim is to investigate the causes, dynamics, and consequences of the three civil wars that have affected the country from 1955 to the conflict that began in 2023, highlighting the historical and structural continuities that have contributed to their recurrence. The first chapter provides the theoretical framework, discussing the main approaches in the civil war literature. Particular attention is devoted to the debate between greed and grievance, the role of state weakness, the logic of violence, conflict duration, the concept of the conflict trap, and the growing complexity of contemporary civil wars. The second chapter reconstructs the origins and development of the First and Second Sudanese Civil Wars, focusing on the legacy of the colonial period, the divisions between North and South Sudan, policies of marginalization, and competition over the control of resources. The analysis concludes with the Comprehensive Peace Agreement (CPA) of 2005. The third chapter examines the developments following the CPA, the independence of South Sudan, the South Sudanese Civil War of 2013, the Sudanese political crisis of 2019, and the conflict that erupted in 2023 between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF). Particular attention is paid to the humanitarian consequences of the conflict and its impact on the civilian population. The paper argues that the Sudanese civil wars are the result of the interaction between political, economic, social, and identity factors that have accumulated over time. The Sudan case demonstrates how the absence of inclusive institutions and the failure to solve the root causes of the conflict have contributed to the cyclical reproduction of violence and instability.
