La sfida diplomatica più complessa per le Nazioni Unite: il conflitto israelo-palestinese

Abstract

Le Nazioni Unite nascono con l’obiettivo di garantire la pace mondiale attraverso la creazione di un sistema di sicurezza collettiva. Tra le molteplici sfide affrontate da questa nuova organizzazione, il conflitto israelo-palestinese si distingue per essere estremamente complesso. In particolar modo, l’organo espressione delle difficoltà riscontrate dall’ONU è il Consiglio di Sicurezza. Esso, pur essendo in possesso dei poteri necessari per porre fine alla guerra, si trova frequentemente paralizzato. Questo lavoro si propone di analizzare l’azione e l’inazione del Consiglio con l’intento di dimostrare come il diritto di veto sia un ostacolo rilevante, ma anche come il problema risieda più in profondità, nei meccanismi interni alle Nazioni Unite e nelle dinamiche geopolitiche che ne influenzano il funzionamento. Il primo capitolo è dedicato all’analisi istituzionale delle Nazioni Unite, ripercorrendo gli eventi che hanno portato alla loro nascita e descrivendo i suoi organi principali. Una particolare attenzione è dedicata al Consiglio di Sicurezza, ponendo le basi conoscitive necessarie per la comprensione dell’analisi del suo operato. Il secondo capitolo ripercorre le tappe fondamentali dello scontro israelo-palestinese. Questa parte del testo è utile a contestualizzare l’azione del Consiglio e le dinamiche al suo interno. Il terzo capitolo è la parte più analitica del lavoro, concentrandosi sullo studio delle risoluzioni approvate e bloccate dal veto. Inoltre, il capitolo si conclude con una breve panoramica sulle più importanti proposte di riforma.

The United Nations was founded with the goal of ensuring global peace through the creation of a system of collective security. Among the challenges faced by the organization, the Israeli Palestinian conflict stands out as an extremely complex issue. In particular, the organ most affected by the difficulties encountered by the UN is the Security Council. Although it possesses the necessary power to put an end to the conflict, the Council often finds itself paralyzed in its actions. This thesis aims to analyse both the action and inaction of the Council, with the goal of demonstrating that the veto power constitutes a significant obstacle, but also that the core of the problem lies deeper in the internal mechanisms of the United Nations. The first chapter is dedicated to an institutional analysis of the United Nations. Particular attention is given to the Security Council, in order to provide the knowledge necessary for understanding the analysis of its conduct. The second chapter outlines the key stages in the development of the Israeli Palestinian conflict. This part of the text serves to contextualize the Council's actions and its internal dynamics that have the power to influence the decision-making process. The third chapter is the most analytical part of the text, focusing on the study of the resolutions that have been adopted as well as those blocked by the use of the veto. The chapter ends with a brief overview of the most significant proposals for reform.
