La gestione della pandemia da Covid-19 tra Stato e Regioni

Abstract

Scopo dell'elaborato è documentare l’impatto della legislazione e più in generale della normazione adottate durante l’emergenza pandemica sul nostro sistema costituzionale. Si provvederà a illustrare gli strumenti previsti per la tutela della salute e per gestire gli eventi emergenziali di natura sanitaria, per poi analizzare il modello di gestione a adottato dal legislatore statale per fronteggiare una pandemia straordinariamente grave e le conseguenti implicazioni sul sistema delle fonti e sul rapporto Stato - Regioni per la gestione dell’emergenza

The purpose of the work is to document the impact of the legislation and more generally of the standardization adopted during the pandemic emergency on our constitutional system. The tools envisaged for health protection and for managing emergency events of a health nature will be illustrated, to then analyze the management model adopted by the state legislator to deal with an extraordinarily serious pandemic and the consequent implications on the system of sources and on the State - Regions relationship for emergency management
