This thesis analyses jihadist terrorism and counter-terrorism policies in Italy through a comparative analysis of the Italian, French and British models, with particular attention to the role of the Italian Armed Forces. Italy represents an anomaly: although it is home to a significant Muslim population and occupies a central symbolic and geopolitical position within the Western world, it has not suffered any successful jihadist attacks resulting in mass casualties, unlike France and the United Kingdom. The research question examines the extent to which this comparative resilience can be attributed to the Italian counter-terrorism model and what role the Armed Forces play in it. The theme is developed through a qualitative comparative analysis of institutional sources, court documents and academic literature. The thesis argues that Italy’s resilience stems from a judicially led preventive model, which combines proactive legal instruments, inter-agency coordination between intelligence services, the police and the judiciary, and a limited and complementary military presence. At the same time, the model exhibits significant structural vulnerabilities, particularly in relation to radicalisation within the prison system, online radicalisation and, more recently, hybrid and cyber threats, as well as a systematic underestimation of right-wing extremism and lone wolves. Four chapters outline the theoretical framework, the Italian context, the institutional architecture of the Armed Forces and the national security system, and the reform priorities for prevention. The conclusions identify the necessary reforms: comprehensive legislation on the prevention of radicalisation; reform of the prison system and citizenship laws; and the integration of measures to counter hybrid threats, in order to complement Italy’s strong reactive capabilities with a more comprehensive preventive approach, striking a balance between security, the rule of law and civil rights.
