La politica delle Autostrade del Mare: dai collegamenti marittimi al Terzo Valico dei Giovi

Abstract

La seguente tesi di Laurea si propone di analizzare il fenomeno delle Autostrade del Mare, oggi elemento portante dello Spazio Marittimo Europeo, nonché il loro impatto sulla città di Genova e sull’entroterra, in particolare la Provincia di Alessandria, dal punto di vista economico, sociale e ambientale. Le Autostrade del Mare costituiscono la dimensione marittima delle reti Trans - Europee di Trasporto, e l’Italia è da sempre considerata una delle migliori nazioni nell’implementazione di questo strumento grazie alle numerose misure messe in atto. In particolare, tale elaborato si focalizzerà sull’impatto delle Autostrade del Mare sul Porto di Genova, fra i primi in Italia per traffici RO - RO grazie al contributo delle varie compagnie di shipping che qui operano, e sul suo entroterra. Inoltre, sarà compiuta un’analisi approfondita che la costruzione del Terzo Valico dei Giovi, fondamentale per la riduzione della congestione portuale oltre che delle emissioni, ha e avrà sul retroporto di Genova, ovvero la Provincia di Alessandria, dal punto di vista economico, sociale ed ambientale: in tal modo, si vuole dimostrare come la politica delle Autostrade del Mare non esaurisce i suoi benefici all’ambito marittimo, ma ha importanti ripercussioni anche sui territori legati ai porti coinvolti dai loro traffici.

The following paper aims to analyse the phenomenon of the Motorways of the Sea, today a core element of the European Maritime Space, as well as their impact on the city of Genoa and its hinterland, i.e.the Province of Alessandria, from an economic, social and environmental point of view. The Motorways of the Sea constitute the maritime dimension of the Trans-European Transport networks, and Italy has always been considered one of the best nations in the implementation of this instrument thanks to the numerous measures put in place. This paper will focus on the impact of the Motorways of the Sea on the Port of Genoa, among the first in Italy for RO - RO traffic thanks to the contribution of the various shipping companies operating here. An in-depth analysis will be conducted of the economic, social, and environmental impact of the construction of the Terzo Valico dei Giovi, a key factor in reducing port congestion and emissions, on the Genoa hinterland, i.e., the Province of Alessandria, thus demonstrating how the benefits of the Motorways of the Sea policy are not limited to the maritime sector but are also significant for the territories surrounding the ports affected by their traffic.
