Cluster portuali, zone franche portuali e offshore in Colombia

Abstract

Il lavoro qui presentato si concentra su uno studio dei cluster portuali e delle zone franche della Colombia. L'obiettivo è quello di fornire una visione completa e cumulativa dell'argomento in una chiave che agevoli il lettore. La narrazione è costruita intorno alle tappe più importanti della storia moderna legata al settore marittimo del Paese e ai passaggi che hanno significato cambiamenti influenti sul quadro normativo e sullo sviluppo complessivo delle zone portuali e dei cluster collegati. L'attenzione si concentra principalmente sugli ultimi due decenni di storia portuale della Colombia; eventi come la riforma portuale del 1991 e l'aggiornamento del regime delle zone franche nel 2005 saranno analizzati con particolare attenzione all'impatto che ne è derivato sul settore portuale. Il lavoro è stato condotto raccogliendo e analizzando varie pubblicazioni, opere normative e contenuti statistici per dare una resa più completa dei temi trattati, ottenendo una narrazione snella che permette di comprendere lo sviluppo moderno e lo stato d'essere del settore portuale e delle zone franche colombiane.

The work here presented focuses on a study of the port clusters and free-trade zones of Colombia. The aim is to give a comprehensive and cumulative view of this topic in a “reader friendly way”. The narration is built around the most important steps in the modern history connected to the maritime sector of the country and the steps that signified influential changes on the normative framework and the overall development of port zones and the connected clusters. The focus is mainly on the last two decades of port history of Colombia, events like the port reform in 1991, the update of the free-trade zone regime in 2005 are going to be broken down with a special regard to the resultant impact on the port sector. The work has been conducted by gathering and analyzing various publications, normative works and statistical content to give a more comprehensive rendition of the themes dealt with, resulting in a streamlined narrative that allows to comprehend the modern development and state of being of Colombian port and free-trade zone sector.
