"Meat the Facts" - Narrative di Politica Agricola basate sulla Scienza: Il Caso European Livestock Voice

Abstract

In un contesto di crescenti attenzioni pubbliche, scientifiche e accademiche verso il settore dell'allevamento, dovute a preoccupazioni per sostenibilità, benessere animale e sicurezza alimentare, European Livestock Voice (ELV) emerge nel 2019 come risposta collettiva del settore. Attraverso l'adozione di una metodologia qualitativa comprensiva, questa ricerca analizza la formazione, la natura e le strategie dell'ELV, concentrandosi sull'engagement pubblico strategico, la costruzione di narrazioni e l'uso di prove scientifiche per comprendere il suo tentativo di influenzare il discorso politico dell'UE. Crucialmente, questa tesi esplora criticamente la formazione, la strategia e l'impatto dell'ELV sulla politica dell'UE, evidenziando il suo tentativo di affrontare sfide reputazionali e minacce di regolamentazioni ambientali elevate attraverso narrazioni unificate e impegni strategici con la bolla di Bruxelles. Nell'ambito della spinta dell'UE verso la sostenibilità attraverso politiche come la strategia Farm to Fork, l'ELV cerca un equilibrio tra sostenibilità e gli aspetti economici e culturali dell'allevamento. Con la sua natura contestata di "piattaforma di comunicazione con base a Bruxelles", lo studio mette in luce anche le implicazioni più ampie delle strategie dell'ELV per gli approcci tradizionali insider-outsider nell'interpretare l'influenza dei gruppi di interesse sulla politica. Contribuendo alla letteratura sull´ influenza delle politiche dell'UE, i risultati propugnano per quadri normativi affinati per meglio catturare sforzi di advocacy complessi e ibridi, tra comunicazione, advocacy e lobbying.

Amidst growing public, scientific, and academic scrutiny over the livestock sector due to rising concerns of sustainability, animal welfare, and food security, the European Livestock Voice (ELV) emerged in 2019, articulating a collective response of the sector. By adopting a comprehensive qualitative methodology, this research examines the ELV's formation, nature, and strategies, focusing on public engagement, narrative construction, and use of scientific evidence, to understand its attempt to influence EU policy discourse. Crucially, this thesis critically explores the ELV's formation, strategy, and impact on EU policymaking, highlighting its attempt to navigate reputation challenges and threats of high environmental regulation through unified narratives and strategic engagements with the Brussels bubble. Amid the EU's push for sustainability through policies like the Farm to Fork Strategy, the ELV seeks a balance between sustainability and the economic and cultural facets of livestock farming. With the ELV´s contested nature as a “Brussels-based communication platform”, the study also highlights the broader implications of ELV´s strategies for traditional insider-outsider approaches to understanding interest group influence on policy. Contributing to the discourse on EU policy influence dynamics, the findings advocate for refined regulatory frameworks to better capture complex, hybrid advocacy efforts within the EU blurring the lines between communication, advocacy, and lobbying.
