Democrazia Deliberativa e Politiche Partecipative: una risposta alla crisi democratica in Europa nella Post Modernità

Abstract

Il saggio sottolinea che alla base di alcune rilevanti distorsioni nel rapporto istituzioni-società vi è la manifesta crisi della rappresentanza politica - anche detta “crisi democratica” - e che esse producono effetti negativi sul principio di potestà decisionale della società civile e, quindi, sulla democrazia stessa. Si analizza un modello, con i correlati strumenti di implementazione, che integri l’attuale democrazia di tipo rappresentativo con un modello che si concentri sul processo deliberativo nella definizione e discussione delle scelte politiche. Successivamente, si concentra sugli indicatori più significativi della “crisi” di questo sistema, tra cui il crescente assenteismo elettorale, la calante partecipazione ai principali istituti rappresentativi tradizionali come partiti e sindacati, e come questi si stanno, o meno, trasformando. Lo studio si conclude con l’analisi di alcuni “esperimenti” di partecipazione, dalla dimensione locale a quella europea, e dell’evoluzione che sta avvenendo nella società in risposta a questa crisi.

The essay stresses that the basis of some major distortions in the relationship between institutions and society is the manifest crisis of political representation - also called "democratic crisis" - that they have negative effects on the principle of the decision-making power of civil society and hence on democracy itself. It analyzes a model, with related implementation tools, that integrates the current representative democracy with a model that focuses on the deliberative process in the definition and discussion of political choices. Subsequently, it focuses on the most significant indicators of the "crisis" of this system, including increasing electoral absenteeism, declining participation in the main traditional representative institutions such as parties and unions, and how these are being held, or not, by transforming. The thesis concludes with an analysis of some "experiments" of participation, from the local to the European dimension, and of the evolution that is taking place in society in response to this crisis.
