Il racket nigeriano nel Nord Italia: dall'analisi del fenomeno ai percorsi di integrazione.

Abstract

In questo lavoro cercherò di dare una collocazione storica al fenomeno della tratta che ha visto cambiare ed aumentare i numeri legati agli spostamenti di popolazioni africane alla volta dell’Europa e nel nostro caso specifico delle città di Genova e Torino. Nell’ambito di queste realtà, le vittime di tratta subiscono la forte influenza, che può essere forse definita meglio con l’espressione “ricatto morale”, di alcune particolari figure che ne condizionano la vita, tenendo queste donne e le loro famiglie saldamente legate a sé. Questa sorta di terrore psicologico ha tanto più effetto, come andrò a spiegare nel secondo capitolo, a causa del giuramento, un vero e proprio patto tra la donna vittima di tratta e la madame. Vista l’importanza di questo rito che assume una connotazione religiosa, mi soffermerò sulle dinamiche di svolgimento del giuramento e sulle ragioni che ne determinano l’importanza. Non potendo ovviamente prescindere dalla disciplina legislativa di questo fenomeno che determina le misure e i provvedimenti applicabili da parte dello Stato a queste situazioni difficili da comprendere e affrontare, il terzo capitolo sarà in buona parte dedicato alla serie di leggi relative alla protezione e tutela delle vittime di tratta e degli elementi più vulnerabili della società. Saranno quindi analizzati i percorsi d’inclusione attualmente disponibili nel nostro paese tentando di avviare una critica alle modifiche legislative intercorse nel tempo

In this work I'll try to to give a historical collocation to the phenomenon of trafficking which has seen the numbers linked to travel change and increase of African populations to Europe and in our specific case to the cities of Genoa and Turin. Within these realities, victims of trafficking are strongly influenced, which can be better defined with the expression "moral blackmail", of some particular figures that they affect life, keeping these women and their families firmly tied to themselves. This sort of psychological terror has all the more effect, as I will explain in the second chapter, because of the oath, a real pact between the woman victim of trafficking and the madame. Given the importance of this rite which takes on a religious connotation, I will dwell on it on the dynamics of carrying out the oath and on the reasons that determine it the importance. Naturally, it is not possible to ignore the legislative discipline of this phenomenon which determines the measures and provisions applicable by the State to these situations difficult to understand and deal with, the third chapter will be largely dedicated to the series of laws relating to the protection and safeguarding of victims of trafficking and of the most vulnerable elements of society. The inclusion paths currently available in our country will then be analysed attempting to launch a critique of the legislative changes that have taken place over time.
