I fondi europei, un'opportunità per gli Stati e una strategia per l'Europa.

Abstract

La tesi intende affrontare la tematica dell’europrogettazione analizzando l’argomento partendo dalle sue origini sino ad oggi per poter valutare le opportunità offerte dall’Unione Europea attraverso i suoi fondi di finanziamento. L’argomento più in generale è stato analizzato partendo della storia del processo di integrazione europea che da sempre è stata caratterizzata dalla mescolanza tra i caratteri intergovernativi e sovranazionali che aiutano a comprendere più in generale il funzionamento delle politiche dell’UE. L’obiettivo è stato quello di analizzare i fondi dell’Unione Europea come un’opportunità per gli Stati membri che ne beneficiano, ma altresì di scorgere in questi un’opportunità anche per la stessa Europa che, attraverso i suoi finanziamenti, mette a punto una vera e propria strategia in grado di realizzare le proprie priorità politiche, cercando di direzionare gli Stati membri verso visioni più coese, mettendo in atto meccanismi che talvolta sono in grado di andare oltre ai nazionalismi preesistenti che ancora oggi sono realtà importanti e talvolta ingombranti all’interno dell’Unione Europa. La crisi sanitaria indotta dal Covid-19 ha in un certo senso imposto un’accelerazione verso una struttura più sovranazionale dell’Unione Europea, permettendo meccanismi che hanno fatto intravedere un nuovo passo avanti nel processo di integrazione europea, riportando l’Unione Europea sui suoi principi di solidarietà e condivisione che erano stati alla base del processo di integrazione portati avanti dai padri fondatori.

This thesis deals with the planning in the European framework. The topic is analyzed from its historical roots to nowadays in order to assess the opportunities offered by the European Union through its funding. More specifically, the topic starts from the history of the European integration process, which has always been marked by the mixture of intergovernmental and supranational characteristics that contribute to a more general understanding of the functioning of EU policies. The thesis focuses on EU funds as an opportunity for the Member States that benefit from the aforementioned, but equally to consider them an opportunity for Europe itself. Through its funding, the European Union develops a real strategy capable of achieving its political priorities, trying to direct the Member States towards more cohesive visions, putting in place systems that are occasionally able to go beyond the pre-existing nationalisms that are still important and in some cases cumbersome realities within the European Union. The health crisis provoked by Covid-19 has imposed an acceleration towards a more supra-national structure of the European Union. It allows mechanisms that brought a new step forward in the process of European integration, bringing the European Union back to its principles of solidarity and sharing which had been at the basis of the integration process carried out by the founding fathers of the European Union.
