Il ruolo dell'Unione europea nel conflitto russo-ucraino

Abstract

Il 24 febbraio 2022 ha segnato un punto di svolta nella storia più recente, non solo nell’ambito europeo, ma a livello mondiale. È una delle crisi geopolitiche che più ha messo in difficoltà le organizzazioni internazionali, fra queste l’Unione europea, la quale si è trovata a rispondere a tutte le conseguenze che lo scoppio di questo conflitto ha causato. L’obiettivo della mia tesi è riuscire ad analizzare il perché lo scatenarsi di questa guerra partendo da un’analisi approfondita della storia e degli sviluppi dei rapporti fra la Russia e l’Ucraina. Il primo capitolo del mio elaborato analizza l’antica storia della Federazione russa, prima Impero russo, e di tutti gli uomini che l’hanno guidata, attraverso le due guerre mondiali e la guerra fredda. Studia la posizione ucraina, prima parte dell’ex-Unione delle Repubbliche Socialiste Sovietiche, fino all’ottenimento della sua indipendenza. Inoltre, vi è un approfondimento su quelli che sono i rapporti più recenti fra l’Unione europea e la Russia e come questi sono variati nel tempo. Il secondo capitolo si sofferma sulla reazione dell’Unione europea all’invasione Russa del territorio ucraino e le ripercussioni geopolitiche che tale evento ha comportato, tra i tanti la crisi dei rifugiati, un’emergenza umanitaria enorme, che ha messo alla prova tutti gli Stati membri dell’UE. Il terzo e ultimo capitolo è un’analisi sul futuro del conflitto, su tutti i risvolti e gli scenari di evoluzione possibili. Un paragrafo è dedicato ad una breve analisi del ruolo americano all’interno del conflitto, con un focus sul cambio di presidenza e ciò che questo ha causato. Vi è al suo interno un breve excursus sui vari tentativi dell’attuale Presidente americano Donald J. Trump di porre fine a qualsiasi condizione al conflitto. Il mio elaborato termina con un’indagine su quali strumenti giuridici possano intervenire per porre fine alla guerra e far si che le parti in causa stipulino un trattato di pace che sia giusto e duraturo

February 24, 2022 marked a turning point in recent history, not only within Europe but on a global scale. It is one of the most challenging geopolitical crises for international organizations, including the European Union, which has had to respond to all the consequences triggered by the outbreak of this conflict.

The aim of my thesis is to analyze the reasons behind the outbreak of the war, starting with an in-depth examination of the historical and political developments in the relationship between Russia and Ukraine.

The first chapter explores the long history of the Russian Federation—formerly the Russian Empire—and the leaders who have shaped it, from the two World Wars through the Cold War. It also investigates Ukraine’s position, initially as part of the former Union of Soviet Socialist Republics, up to its achievement of independence. Furthermore, the chapter includes an analysis of the recent relations between the European Union and Russia, and how these have evolved over time.

The second chapter focuses on the European Union’s response to the Russian invasion of Ukrainian territory and the geopolitical repercussions of the event. Among the most significant outcomes is the refugee crisis, an immense humanitarian emergency that has tested the capacity and unity of all EU member states.

The third and final chapter presents an analysis of the future of the conflict, exploring potential developments and outcomes. One section is dedicated to a brief analysis of the American role in the war, with particular attention to the change in presidency and its consequences. It includes a short overview of the various attempts by current U.S. President Donald J. Trump to bring the conflict to an end under any conditions. The thesis concludes with an investigation into the legal instruments available to help end the war and to ensure that the parties involved can agree on a fair and lasting peace treaty.
